{"id":26497,"date":"2016-01-12T05:00:48","date_gmt":"2016-01-12T12:00:48","guid":{"rendered":"https:\/\/tested-neuron.flywheelsites.com\/?p=26497"},"modified":"2016-01-13T10:19:37","modified_gmt":"2016-01-13T17:19:37","slug":"conider-story","status":"publish","type":"post","link":"https:\/\/unreasonablegroup.com\/articles\/conider-story\/","title":{"rendered":"Enabling Indigenous Mexicans to Design a Better Future"},"content":{"rendered":"<p><em>This post is part of a <a href=\"https:\/\/wary-sunlight.flywheelsites.com\/category\/program\/unreasonable_mexico\/mexico-2015\/\" target=\"_blank\">series<\/a> of stories featuring the entrepreneurs who participated in <a href=\"http:\/\/unreasonablemexico.org\/\" target=\"_blank\">Unreasonable Mexico<\/a>\u2019s second annual program. <\/em><\/p>\n<hr \/>\n<p><strong>In Mexico, <a href=\"http:\/\/www.ibtimes.com\/mexicos-economy-rising-poverty-inequality-undermine-pena-nietos-economic-agenda-2080010\" target=\"_blank\">46% of the country\u2019s<\/a><\/strong> 122 million citizens live under the poverty line. Even though several of the country\u2019s 31 states have reduced their respective poverty rates over the past couple of decades, the overall proportion of people living in poverty hasn\u2019t changed much since 1992. This means poverty is swelling disproportionately in certain states\u2014most often rural areas with large indigenous populations.<\/p>\n<p>Between 2012 and 2014, the total number of Mexicans living in poverty <a href=\"http:\/\/www.eldailypost.com\/politics\/2015\/07\/flashpoints-of-the-new-poverty-veracruz-and-the-state-of-mexico\/\" target=\"_blank\">grew by about 2 million<\/a>\u2014two-thirds of whom live in Veracruz and the State of Mexico. The states of Oaxaca, Michoac\u00e1n and Morelos showed similar spikes. Chiapas alone contains approximately <a href=\"https:\/\/en.wikipedia.org\/wiki\/Chiapas#cite_note-perfilsoc-95\" target=\"_blank\">13.5% of Mexico&#8217;s entire indigenous population<\/a>, and the people speak over 50 indigenous languages. In Oaxaca, over half of the population considers themselves indigenous. Faced with this complex cultural rarity, traditional top-down government aid has proved ineffective when it has failed to take into account the unique situations of each community.<\/p>\n<p>\u201cIn these communities, government programs often don\u2019t work because the people can\u2019t take ownership over the projects,\u201d said Micelli. This leads to unproductive resources, she continued, and a loss of trust among the local people. \u201cWe are going to the most marginalized communities that have the most needs, but we aren\u2019t going to waste the resources. Initially, the organization adopted a methodology from the <a href=\"http:\/\/www.fao.org\/home\/en\/\" target=\"_blank\">Food and Agriculture Organization<\/a> to implement a food security initiative, supporting families in designing projects like raising chickens and cultivating basic grains.<\/p>\n<p>Then, in 2013, they partnered with the <a href=\"https:\/\/www.wkkf.org\/\" target=\"_blank\">W. K. Kellogg Foundation<\/a> to increase the variety of food and nutrition projects, expand into new communities, and implement literacy and leadership training workshops. The areas of focus include:<\/p>\n<ol>\n<li>Food systems and nutrition<\/li>\n<li>Strengthening skills of local leadership<\/li>\n<li>Sustainable use of natural resources<\/li>\n<li>Income generation<\/li>\n<li>Communication and dissemination of the model to other communities<\/li>\n<\/ol>\n<p>The process requires the participation of community members to identify problems, hold planning sessions, organize skill-building workshops, implement projects and ultimately monitor and evaluate them. At the same time, the participants improve their health, economic opportunity and community solidarity.<\/p>\n<p>\u201cOne community we started working with used to have a lot of internal conflicts,\u201d said Vel\u00e1zquez. \u201cThe community was established only 15-16 years ago, but they had never had a town festival. Last year was their first one, celebrating Mother\u2019s Day, and the whole community participated. The projects designed by the community members helped 135 children overcome malnutrition, over 80 women achieve literacy, and 45 women and men train to assume leadership roles.<\/p>\n<p>But this is just the beginning for CONIDER. Now, with their methodology solidified, Micelli and Velazquez are positioned to launch a larger and more systematic pilot program over five years. Since the organization funds its operations through donations (like the one with the Kellogg Foundation), the pilot will start as soon as they can secure their next big partnership.<\/p>\n<p>In the first year, CONIDER will operate programs in five of the most impoverished Mexican states: Chiapas, Oaxaca, Guerrero, Puebla and Veracruz. Their overarching targets include reducing malnutrition by 40%, increasing the availability of nutritious food by 30%, reducing the illiterate adult population by 40%, and training at least 30 leaders in each community to carry on the projects and guide the design of new ones.<\/p>\n<p>\u201cThere are many problems to resolve in the country, but especially the issue of poverty,\u201d said Vel\u00e1zquez. \u201cThere\u2019s a history of paternalism in these rural communities, where the people depend on support from the outside. So this dependency generates a lot of problems. We want to start changing this injustice.\u201d<\/p>\n<p>According to Micelli and Vel\u00e1zquez, CONIDER\u2019s biggest priority is to develop a solid foundation of partners, collaborators and donors.
