becca has a Ph.D in social anthropology and twenty-five years of policy and field experience in Asia, Africa, and the Pacific as an independent consultant, researcher, trainer and adviser. She has worked on social development and social policy issues with: partner governments; the World Bank and the Asian Development Bank; a wide range of UN agencies; bilateral agencies (DFID, AusAID, Irish Aid); international, national and local civil society organisations; and the private sector.
Rebecca has considerable experience applying poverty and social analysis in traditional areas such as health, education, livelihoods, agriculture, local governance and local development, security and justice, and infrastructure. She has also provided advice and support in new and challenging areas, including: social protection, conflict and fragility, state building and politics, climate change, disaster risk reduction and response, urban poverty, financial inclusion and market development. Rebecca has particular expertise in gender inequality and social exclusion issues, economic empowerment, social protection, and adolescent girls.
